Horwich Parkway

Horwich forms an integral part of the Bolton Metropolitan Borough electing three Councillors for the Horwich and Blackrod Ward and three Councillors for the Horwich North East Ward.

Finance for local government is obtained through central government grants and the Council Tax is collected by Bolton Council, and they have an access point located in Horwich Library.

The Horwich Parish (which consists of the whole of Horwich and part of Lostock) is divided into six wards: Vale, Bridge, Lever Park, Church, Claypool and Brazley, with 14 elected representatives serving an electorate of over 15,000.

Members of the press and public are welcome to attend meeting of the Horwich Town Council which are normally held in the Council Chamber, Public Hall on the following days:

The Thursday of the week following the week on which the Finance and General Purposes Committee met.

Planning Committee

Follows the meeting of the Town Council. Horwich Town Council makes recommendations about planning applications in the Parish of Horwich to Bolton Council. Bolton Council, as the Planning Authority, make the decisions.

The public may speak at meetings:

At the meeting of the Town Council and the Finance and General Purposes Committee the public may take part in accordance with the Council' standing orders (rules). At the meeting of the Planning Committee an opportunity is given to the applicant or members of the public affected by a planning application under consideration to make their views known to the Members.

Bolton Council Access Point/One Stop Shop in Horwich Library ceased in December 2014. Library staff can copy original forms of evidence and provide a receipt. They cannot advise on circumstances.

There is Freephone Access for Bolton Council services only including Environmental Services, Housing Benefit & Council Tax Benefit, Council Tax, Payment Line, Pupil & Student, Faulty Street Lights, Pest Control.

Horwich Library provides books for adults and children, talking books and large print books, eLibrary – download eBooks and EAudiobooks, computers with free internet access, printing and photocopying facilities, food waste recycling bags, community information and access to a wide range of free online services,
